There is a proper procedure followed, from the nomination of the names for the honor to the ceremony to be held at the Rashtrapati Bhawan. The Prime minister recommends names to the President for the award. Notice that Bharat Ratna is given to only 3 holders in a respective year.

HISTORY

As we all know that Bharat Ratna is the most auspicious and highest civilian Indian Honor of the Republic of India, henceforth, there were certain criteria recorded for the nominees of the Bharat Ratna holders, but in the year of 2011, the government of India expanded it and said the criteria will include any field of human endeavor.
The Bharat Ratna tradition started in the year of 1954, the 2nd of January. The then President and eminent personality, Dr. Rajendra Prasad initiated the sequence of it. Initially, there were no provisions of Bharat Ratna for posthumous personalities. It started recently in 2011. From the very starting till now it has been awarded to 48 personalities including 14 posthumous personalities.
The Prime Minister is the one who made the recommendations for the names of Bharat Ratna, to the President of India. Notice that, it is not mentioned that the nominee should have Indian citizenship as can be seen Nelson Mandela, President of South Africa awarded with the same.
Earlier when the Bharat Ratna tradition started, there was no provision for posthumous awards. After the amendment made in 1955, this honor started given to the holders even after death.
The recipient of the Bharat Ratna receives a certificate or Sanad with the signature of the President along with a medallion. The medallion is a peepal-leaf shaped medallion that observes an image of Sun with Devnagri scripted’ Bharat Ratna’ on it. But at the backside, it has a platinum state emblem of India and attached a devnagri scripted motto of ‘Satyamev Jayte’ (truth alone triumphs), the national motto at the center.
The most recent Bharat Ratna holders are, social activist and RSS leader late Nanaji Deshmukh, Indian playback singer and musician, late Bhupen Hazarika and former President of India Pranab Mukharjee. These holders got the honor for their exceptional work in their field as well as in the field of national welfare.
